+ Continuosly encouraging opening more non-state PS schools

                          + Link of training between training and manpower using institutions
                           +  Immediately  expanding  intergrade  training  ,  especially  from

                             vocational teaching to PS grade.

                           +  Vocational  orienting  education  for  pupils,  expecially  encouraging

                             pupils,  who  have  just  completed  lower  secondary  grade  to  PS
                              schools.

                       5)  Conducting  accredition  upon  training  quality  of  PS  institutions  and

                            publishing the results of them.


                       6)  Studying,  forecasting  and  informing  on  labourmarket  and

                            training  situation  for  helping  training  to  meet  the  social-

                            economical demand and leaners to choose the suitable  schools,
                            proffessions.


                       7)  Making  the  policies,  creating  chances  of  the jobs  for  manpower
                          with  PS qualification

                        8)  To  have  the  suitable  effective  policies:  In  the  process  of  making

                          policies  it  is  very  important  to  be  on  practical  basis,  especially  to

                       v  concern  with  the  object  of  policy  impact;  And  in  the  process  of

                          implementing policies it is needful to periodically check the results of
                          policy realization for correcting in ime.

                          These  orientations  to  renovating  policies  for  developing  the  size  of

                     Professional  Secondary  Training  above  are  possibly  realized  and

                     synchronous.  Among  them:  the  First  (1)  and  the  Second  (2)  are  the  key
                     orientations;  especially,  the  Second  is  possibly  considered  a  breakthrough

                     orientation.

                         Finally,  the  project  has  some  conclusions  from  the  study  results  and

                     proposals  to related organizations,  institutions  on  the  applying  these  study
                     outcomes  in  practice  of the  developing  Professional  Secondary  Education,

                     especially expanding the size of Professional Secondary Training.
