A. Research methodology: The study put forward the dialectical and
objective approach to the research problem.
B. The study team defmited the theoretical maters below:
- Relating concepts: policy, education policy, impact, size, size of
PST
- Factors impacting to the size of PST
- Balanced and reasonable tendency of developing the size of PST
now in our country.
- Main policies developing Professional Education in some of the
Asian countries
3.2. On practical:
The study team definited, analysed and evaluated the folowing matters:
- The policies important for PSE now in our country.
- Current situation of impact of education policies to the PST size
- Results of developing the size of PST in fact in our country (in
comparision with the quantity object, proposed by Vietnam
Communist Party at the Sixth Conference of the IXth Course
The project has proposed 8 orientations to renovating policies for
developing the size of PST as below:
1) Enhancing consciousness on the position of manpower with PS
qualification and the increase of demand for this manpower now in
social economy.
2) Improving machanism of managing training institutions with handing
to them sovereinty in finance, personnel, especially training plan,...
3) Strongly increasing financial investment in PS schools, especially
main-point schools.
4) Promoting moreover implementing the policies, which have direct and
positive impact to raising the size of PST. There are the policies below:
+ Multi-grade and multi- branch training
+ Continuosly encouraging opening more non-state PS schools
+ Link of training between training and manpower using institutions
+ Immediately expanding intergrade training , especially from
vocational teaching to PS grade.
+ Vocational orienting education for pupils, expecially encouraging
pupils, who have just completed lower secondary grade to PS
schools.
